An independent international organisation was created to foster better understanding of the problem. The Alliance  engaged in serious research into the linkage between taxation and international smuggling and building private/public sector partnerships on important contributory factors such as enforcement, anti-counterfeiting initiatives, organised crime, and supply chain security. Led by distinguished international figures, benchmark research studies were produced in close cooperation with international customs officials. These demonstrated the links between tax rates and the encouragement of criminal smuggling. The alliance became the capable, relevant and respected resource for governments, communications organisations, and the media  seeking understanding and objective information on these issues.
